Panda Gari

The word Panda Gari means '"Climb the truck." As a result Panda Gari NEVER took one person at a go. So whatever happened panda gali it was an arrest/abduction by the Amin, Obote and Museveni government.
Police arresting people for no good reason some are arrested from bathrooms, inside their houses, bedrooms at the trading centres and at leisure centres. On assumptions of that they are idle & disorderly.




It was during the reign of Idi Amin.
I still remember a young man who had been arrested and put on’ panda gari.’ When I interviewed him, he told me he had been on his way to Mulago hospital taking food to his mother. His mother had given birth and his duty was to take food from home to her hospital bed. The young man’s family were not aware of what had happened to him. Idi Amin had not tortured those on Panda gari with Kandoya or beating them. Those in hundreds we saw were not physically abused. The number of these many arrested people was in hundreds. We did not witness Army abusing them in our presence.or before our presence. apart from Panda gari.
They alll sat on the floor of the Stadium as we sat interviewing them, one by one. It could take a whole afternoon..
They had not eaten or had a birth for days. They had a pageant smell. They were of all ages.and sizes. Majority of them were seemingly innocent As State Attorneys we had recommended their release. Important to know that they had not been beaten by the arresting officials. This was the good work of Francis Ayume and at the time minister of justice, who worked with the Military to establish the rule of law.

There is a stack difference between how previous regimes handled suspects,ironically Amin and Obote respected the decisions of the courts of law. In contrast  the Museveni regime has utter disdain for the independence of the judiciary  because every verdict the must confirm to "order from above".
Many political suspects are languishing in maximum detention with their fates undetermined because the judges have fret of using their authority to dismiss state trumped charges against them.
The law is being used as a means to suppress dissenters and oppress the voice of reason instead of extending justice..

Human Rights Watch issued a video in which relatives of the victims explain the impact on their families and their struggle to secure justice and compensation.

This is not how modern democracy conducts business,these suspects were tortured ,killed and others buried hurriedly in mass graves.Those who managed to live were detained for over 48 hours incommunicado afterwards they were humiliatingly  arraigned before military court yet knowingly they are civilians.
In another twist the chief of police is acting as prosecutor ,judge and jury to assume the role of pardoning the suspects as recorded in this news brief..

KASESE ATTACKS SUSPECTS
The Inspector General of Police, Kale Kayihura, is holding out an olive-branch to some of those who orchestrated the recent violence in the volatile Rwenzori region.
Kayihura made the remarks while in Kasese district as he continues to traverse the region to ensure that peace returns in an area which is a hotbed of ethnic rivalry.

This is a clear cut of systematic breakdown of rule of law,we demand that let the court process take its course and exonerate the suspects.Because of the brutality meted on them.

CRB IS PETITIONING THE SPEAKER OF PARLIAMENT of Uganda Right HON.REBBECA KADAGA TO

CALL FOR FAIR TRIAL OF THE RWENZORI ATTACKS SUSPECTS’

 Citizen Rights Bureau has noted with horror and consternation the flagrant abuse and violation of the rights of suspects accused of being behind the Rwenzori region attacks. We are particularly concerned about the following constitutional violations:

1.    Detentions beyond the maximum allowed period of 48 hours without being produced in Court.
2.    Torture, inhuman and degrading treatment.
3.    Parading the suspects before the media as offenders violated their right to presumption of innocence.
4.    Trial of civilians under the Court Martial for offences that are outside the purview of the UPDF act is total disregard of the law.
5.    Undermining fair trial, UPDF is a complainant and judge.
6.    Denying suspects legal representation by their lawyers, access to their next of kin and medical doctors.

The cumulative effect of the aforementioned violations is that the resultant trial can only lead to an absurdity and a miscarriage of justice.
We therefore demand the following:
1.    Civilian courts should try the suspects, as they are not subject to military law.
2.    They should be allowed to access their next of kin and doctors.
3.      They should be entitled to legal representation of their choice and access to their lawyers.
4.      Military officers who brutalized the suspects should be identified, arrested and prosecuted immediately.
5.      A full list of the suspects, the dead and the missing persons should be published. 
6.      We are calling for independent investigations into the matter.


CRB announces a Campaign for FAIR TRIAL of the Kasese, Bundibugyo and Ntoroko attacks Suspects. We wish to work with the Public, Parliament, stakeholders and Families of the victims in order to prevail over Government to avail Justice to the Suspects in the Rwenzururu unfortunate attacks that left a more than 90 people dead.

1. Government to halt the Court-martial trial and hand over the Suspects to Public Courts of Law
2. We Call on individual Lawyers and law firms who can offer legal representation to the suspects to register with us( in box) or
3. We call up on the public to support this cause by signing this petition.
 We need signatures in order to submit it in Parliament.
