This horrific photo shows Kandoya - code named; Three Piece, is still being used as a Torture method in Uganda. Where they tie your hands & Legs behind your back and hang you up like a bat. If you are lucky to survive, your hands get paralysed and your chest gets open inside. You will be an invalid for life. This was used mostly in Teso 1987 - 1990's Conflicts and victims - Survivors of Torture still suffer from this Torture to this day. .
I watched my brother being subjected to this horrific torture, I imagine someone who got discharged from the army of UNLA and happily a retired businessman is fished at broad day light and imprisoned for no obvious crime. That’s how I have grown up knowing Museveni! And I quote this statement by Museveni….
"I don’t know about torture. I have educated myself on many things but on torture I have not known the boundary between what tortures is and what isn’t torture. I know the NRA tie these people when they catch them. They tie their hands backward. Am now being told this is torture. It is the traditional method." (Daily Nation - Jan 26 1987). By 'traditional' Museveni meant that the practice of tying people Kandoya/Three Piece was a traditionalNRA practice that had originated from the bush days in Luwero.

Security forces' use of excessive force, including the use of live ammunition, to carry out law enforcement operations or disperse demonstrators resulted in deaths,

 Prison conditions remained poor and, in some cases, life threatening. There were reports that security forces tortured inmates, particularly in military facilities and unregistered detention centers. Abusive forced labor in prisons countrywide remained a problem.

Prison conditions came closest to meeting international standards in Kampala, where medical care, running water, and sanitation were provided; however, these prisons were among the most overcrowded. Serious problems in prisons outside Kampala included long remand periods, overcrowding, inadequate staff, and lack of food, water, medical care, and bedding.
